    Delta is a city of about 110,000 people in the southwest corner of Metro Vancouver, made up of three distinct communities: urban North Delta, the historic river village of Ladner, and seaside Tsawwassen. Stretching from the Fraser River to Boundary Bay and the US border, Delta combines rich farmland, one of the largest protected bogs in North America, world-class bird-watching, sunny beaches and Canada's busiest container port at Roberts Bank. It is also the gateway to Vancouver Island, with the BC Ferries terminal at Tsawwassen.

    Delta sits on the traditional and unceded territories of Coast Salish peoples, including the sc̓əwaθən məsteyəxʷ (Tsawwassen First Nation) and xʷməθkʷəy̓əm (Musqueam).

    History of Delta

    Before the city

    The Fraser River delta and Boundary Bay have supported Coast Salish peoples for thousands of years. The Tsawwassen people lived along the shore of what is now Tsawwassen, and the Great Midden, an ancient village site near today's ferry terminal, shows thousands of years of continuous occupation. In 2009 the Tsawwassen First Nation Final Agreement came into effect, the first modern urban treaty in British Columbia, giving the Nation self-government and ownership of its lands, including the sites of today's Tsawwassen Mills and Tsawwassen Commons shopping centres.

    Ladner's Landing and the canneries

    Brothers William and Thomas Ladner arrived in 1868 and settled on the river, and the village of Ladner's Landing grew around their farms and wharf. Settlers diked the low, fertile land and turned it into some of the richest farmland in Canada. Delta was incorporated on November 10, 1879. Salmon canneries lined the river in the late 1800s and early 1900s, and Ladner became a busy fishing and farming town.

    Bridges, tunnels and ports

    Delta stayed rural until the George Massey Tunnel (originally the Deas Island Tunnel) opened under the Fraser River in 1959, linking it directly to Richmond and Vancouver. The BC Ferries terminal at Tsawwassen opened in 1960, and the Roberts Bank coal port followed in 1970, with the Deltaport container terminal opening in 1997. North Delta grew rapidly as a suburb from the 1960s on, and the Alex Fraser Bridge opened in 1986.

    Recent decades

    Large areas of Burns Bog were protected in 2004 as an ecological conservancy area. The South Fraser Perimeter Road opened in 2013, Delta officially became a city in 2017, and work is now under way on a new eight-lane tunnel to replace the George Massey Tunnel and on the expansion of the Roberts Bank port.

    Geography of Delta

    Delta is a broad, flat lowland on the south side of the Fraser River, bordered by Richmond across the river to the north, Surrey to the east, Boundary Bay to the south, and the Strait of Georgia to the west. The Tsawwassen First Nation's lands and the ferry terminal lie on the western shore, and the US community of Point Roberts, Washington, sits just south of Tsawwassen on the same peninsula, cut off from the rest of the United States by the border. Burns Bog, a huge raised peat bog, lies in the middle of the city. Much of Delta is only a metre or two above sea level and is protected by dikes.

    Delta Climate and Weather

    Delta, especially Tsawwassen, is the sunniest and driest part of Metro Vancouver. It lies in the rain shadow of the Olympic Mountains and Vancouver Island, so it gets far less rain than the North Shore, and summers are warm and dry.

    Urban Planning in Delta

    Delta's planning balances three very different communities with large areas of protected farmland, bog and industrial land. Growth is focused in North Delta along Scott Road and near transit, in Ladner Village and in Tsawwassen's town centre, while about half of Delta stays in the Agricultural Land Reserve. Major regional projects shape the city: the replacement of the George Massey Tunnel, the expansion of the Roberts Bank port, the Fraser River industrial lands, and development on Tsawwassen First Nation lands. Flood protection and farmland preservation are constant priorities.

    Delta Demographics and Population

    The 2021 census counted 108,455 people in Delta. North Delta has the largest population and is the most diverse, while Ladner and Tsawwassen are older and more established, with many retirees. About a third of residents were born outside Canada.

    Languages Spoken in Delta

    English is the main language. Punjabi is the most common other language, especially in North Delta, followed by Mandarin, Cantonese, Tagalog, Hindi and Spanish.

    Religion in Delta

    Christians make up about 40% of residents and around a third reported no religion in 2021. Sikhs form a large community of roughly 15%, with several gurdwaras in North Delta, and there are smaller Hindu, Muslim and Buddhist communities.

    LGBTQ2S+ Delta

    Delta is an inclusive community with Pride events, inclusive programs at libraries and recreation centres, and local support groups in all three communities. Vancouver's Davie Village is about 30 to 45 minutes away.

    Homelessness in Delta

    Delta has relatively low levels of visible homelessness compared with Vancouver and Surrey, but numbers have grown with rising rents. Most shelters and services for the area are in neighbouring Surrey, and local non-profits provide outreach, food banks and support in North Delta and Ladner.

    Delta Economy and Major Employers

    Delta has one of the most important industrial economies in British Columbia:

    • Port: Roberts Bank is home to Deltaport, Canada's largest container terminal, and the Westshore coal terminal, one of the largest coal export terminals in North America.
    • Industry: Annacis Island and Tilbury are among the largest industrial parks in the region, with manufacturing, warehousing and the FortisBC Tilbury LNG plant.
    • Agriculture: Delta's farmland produces potatoes, berries, vegetables and greenhouse crops, and large greenhouse growers are based here.
    • Retail and tourism: Tsawwassen Mills, Tsawwassen Commons, Scottsdale Centre and the ferry terminal draw shoppers and travellers.
    • Film: Ladner and Delta's farms and waterfront are popular filming locations.

    City Government, Mayor and Council

    Delta is governed by a mayor and six councillors, all elected city-wide for four-year terms. Voters also elect seven trustees to the Delta Board of Education (School District 37). City Hall is at 4500 Clarence Taylor Crescent in Ladner.

    All six councillors were elected on Mayor Harvie's Achieving for Delta slate in 2022, but four of them, Binder, Boisvert, Johal and Kruger, were later expelled from the party after a public dispute with the mayor.

    The next civic election is Saturday, October 17, 2026. Mayor Harvie is seeking a third term with Achieving for Delta, and Councillor Dylan Kruger is running for mayor with a new party. Harvie has proposed withdrawing Delta from some non-essential Metro Vancouver services while keeping water, sewer and garbage services.

    Other levels of government

    Delta is in the federal riding of Delta and the provincial ridings of Delta North and Delta South. Metro Vancouver provides drinking water, sewage treatment and regional parks, and TransLink runs transit. The Tsawwassen First Nation is a self-governing nation with its own government and lands.

    Policing and Crime in Delta

    Delta has its own municipal police force, the Delta Police Department, overseen by the Delta Police Board. Delta Fire and Emergency Services provides fire protection. Delta has low crime rates compared with the regional average; most reported crime is property crime such as thefts from vehicles.

    Military in Delta

    During the Second World War, Boundary Bay was home to RCAF Station Boundary Bay, which trained pilots for the British Commonwealth Air Training Plan. The site is now Boundary Bay Airport, one of the busiest general aviation airports in Canada. Remembrance Day ceremonies are held each November 11 in Ladner, Tsawwassen and North Delta.

    Public Transport and Getting Around Delta

    Delta has no SkyTrain, but buses connect it to SkyTrain in Surrey and the Canada Line in Richmond.

    Driving and bridges

    Highway 99 runs through Delta to the George Massey Tunnel and the US border. Highway 17 (South Fraser Perimeter Road) runs along the river to the ferry terminal, Highway 91 crosses the Alex Fraser Bridge, and Highway 10 links Ladner to Surrey. A new eight-lane tunnel is being built to replace the George Massey Tunnel.

    Cycling and walking

    Delta's flat dike trails, especially the Boundary Bay dike from Centennial Beach east toward Mud Bay, are among the best long, easy cycling and walking routes in the region.

    Schools in Delta

    The Delta School District (School District 37) serves about 16,000 students and has seven public secondary schools: Burnsview, Delta, Delview, North Delta, Sands, Seaquam and South Delta. The district is known for its sports and international programs. Southpointe Academy in Tsawwassen is a well-known independent school. The nearest post-secondary campuses are Kwantlen Polytechnic University in Surrey and Richmond.

    Delta is part of the Fraser Valley Regional Library system, with branches in Ladner, Tsawwassen and North Delta (George Mackie Library). Membership is free for residents.

    Delta's nightlife is relaxed and local. Ladner Village and Tsawwassen have pubs, restaurants and patios, North Delta's Scott Road has late-night Punjabi restaurants and sweet shops, and Tsawwassen Mills has a food hall and restaurants. For clubs and big nights out, most people head to Vancouver.

    Natural Attractions in Delta

    Delta is one of the best places in Canada for bird-watching. The Fraser River estuary and Boundary Bay are a stop on the Pacific Flyway, attracting millions of migrating birds, including tens of thousands of snow geese in fall and winter. Burns Bog, one of the largest raised peat bogs on the west coast of the Americas, is home to rare plants and wildlife and stores huge amounts of carbon. Centennial Beach has warm, shallow water perfect for families, and Point Roberts, Washington, is just across the border.

    Sports and Recreation in Delta

    Delta is known for strong youth sports, especially soccer, baseball, field hockey, hockey and athletics. Major facilities include the Ladner Leisure Centre, South Delta Recreation Centre in Tsawwassen, North Delta Recreation Centre and Sungod Recreation Centre. Splashdown Waterpark in Tsawwassen is a summer favourite, and Delta has several golf courses. Boundary Bay Airport offers flight training and sightseeing flights.

    Sustainability and Green City Goals

    Delta's environmental priorities include protecting Burns Bog, which stores large amounts of carbon and supports rare species, preserving farmland, protecting the Fraser estuary and Boundary Bay bird habitat, and upgrading dikes and drainage to prepare for sea-level rise. The expansion of the Roberts Bank port and the Massey Tunnel replacement have both been the subject of environmental debate.
